Free zones - non renewal of designation orders
1. Background
With the implementation of the Modernised Customs Code, scheduled for June 2013, the option of a type II free zone, a free zone based upon the record-keeping requirements of customs warehousing, will cease to exist. This change applies to all the free zones operating in the UK.
2. UK free zones
It has been decided that the statutory instruments currently in place for the remaining UK free zones at Sheerness, Tilbury, Prestwick Airport and Liverpool will not be renewed once the current designation orders for the free zones expire. The dates of expiry are:
Liverpool 10 August 2011 Prestwick Airport 10 August 2011 Sheerness 10 August 2011 Tilbury 2 June 2012
3. Action required
All free zone managers and free zone operators will shortly receive a letter from their supervising office. This will detail the options available following the expiry of the free zone designation order. Following this, free zone operators and managers will need to contact their supervising offices to make arrangements to apply for authorisation for any alternative customs procedure they may wish to use. You will also need to make arrangements for goods currently held in the free zone to be assigned to another customs approved treatment or use such as customs warehousing or free circulation once the designation order expires.
