Amendments to Open General Export Licences coming into force on 30th April 2010
1. The Department of Business, Innovation and Skills has amended a number of Open General
Export Licences (OGELs), this follows a review of the scope of those Licences. The amended
licences will enter into force on 30th April 2010, details are given below:
Goods entry 5A002.a.7., has been removed from the prohibited list in Part B of Schedule
1 to the following licences;
OGEL (Export after repair/replacement under warranty: Dual-Use Items)
OGEL (Export After Exhibition: Dual-Use Items)
OGEL (Export for repair/replacement under warranty: Dual-Use Items)
The restriction on software and technology related to entries 5A00.a.6., 5A002.a.7., and
5A002.a.9 has been removed from Schedule 1 of the following licence;
OGEL (Cryptographic Development)
Control entry 7A003.d has been added to Schedule 1 of the following licence;
OGEL (Oil and Gas Exploration: Dual-Use Items)
Republishing of amended licences
2. All of the new versions of the licences are published above for reference. The current
in force licence pages will be automatically re‐published to point to the new links
on morning of 30th April 2010 on the Department for Business (BIS), Businesslink
and OGEL Checker websites.

Revoked versions of licences
4. The existing versions of these licences will be revoked as of 29th April 2010.
You can access revoked versions of licences by contacting the ECO Helpline.
What this means for OGEL holders?
5. If you have already registered to use any of these Open General Licences, you
should double check that you are still entitled to use the relevant licence (by reading the
licence carefully). You might find it helpful to use the OGEL Checker website –
http://www.ecochecker.co.uk/Ogelchecker.
6. You only need to register once for each relevant licence. You can continue to quote
the licence if your products and destinations still fall under the terms and conditions of the
licence. However, you should keep a copy of the current (in force) licence for your records, in
preparation for Compliance Audits.
7. You will not be entitled to use the relevant Open General Licence if you cannot meet
all the specified terms and conditions (including those covering product and destination). If
this is the case and the goods are still controlled, you need to apply for a Standard Individual
Export Licence (SIEL) which can be applied for via SPIRE. .
8. If you no longer need to use the licence, you can de‐register via the SPIRE system at
https://www.spire.bis.gov.uk Further details on registering or de‐registering from OGELs are
available on the SPIRE site.
9. All OGEL holders are reminded that they are subject to Compliance Audits to check
on Open General Licence usage. These audits are conducted by the Export Control
